Am I in scope?
This overview is informational, not legal advice. Whether a given product or service is in scope is a legal call for your organization to make.
The EAA applies to economic operators. That means anyone who places a covered product on the EU market, or provides a covered service in it. Covered areas include:

E-commerce
Consumer-facing e-commerce websites and apps. The whole buying journey counts, from finding a product to checkout and managing an order.

Consumer banking
Consumer banking services. This covers online and mobile banking, statements, and the sign-in flows customers use day to day.

E-books
E-books and the software made to read them. This includes reading apps and how they handle navigation, reflow and text-to-speech.

Electronic communications
Electronic communications services and the consumer terminal equipment that goes with them. Access to emergency communications is included.

Audiovisual media access
Services that give access to audiovisual media. That means catalogues, players and electronic programme guides — the access layer, not the programmes themselves.

Passenger transport
Air, bus, rail and waterborne passenger transport. This covers websites, mobile apps, e-ticketing, live travel information and interactive self-service terminals.

Self-service terminals
ATMs, ticketing and check-in machines, and interactive payment terminals. These are physical terminals with a digital interface that customers operate themselves.

Consumer computing
Consumer general-purpose computers and their operating systems. They are the baseline the other covered services run on.
Microenterprise note
A microenterprise has fewer than 10 people and ≤ €2 million in annual turnover or balance-sheet total. Microenterprises that provide services are exempt from the accessibility requirements. They still gain from designing accessibly, and the rules on the product side differ.
